俄罗斯红十字会克斯特罗马州分会会长Irina Fadeeva女士和中国红十字会河北省分会专职副会长张淑芹女士缔结友好交流与合作协议如下:
一 般 条 款
1．双方在各自国家红十字会总会的统一协调和指导下，在两国红十字会合作框架下开展分会间的相互合作与交流。
2．双方同意在以下方面开展合作与交流：
—紧急突发事件时的人道主义救助
—推动无偿献血工作交流
—筹资方面的经验交流
—社区和志愿者服务经验交流
—青少年运动
—定期互访及信息交流
紧急突发事件时的人道主义救助
紧急突发事件发生时，经双方磋商后，为对方提供力所能及的人道主义援助。
推动无偿献血
双方互享推动无偿献血工作方面的经验和信息。
筹资方面的经验交流
双方互享在开展筹资活动方面的经验与方法。
社区和志愿者服务
双方互享社区红十字服务和志愿者活动方面的经验和信息，并提出建议。
青少年运动
双方互享吸引青少年参与和认识红十字会活动方面的经验。
定期互访及信息交流
1、两会组团进行隔年互访。访问日期为6天，人员7名。访问费用：国际旅费由访问方负担，在对方境内停留期间费用由邀请方负担。访问期间，邀请方为访问方提供一切可能的便利。
2、开展两分会红十字青少年交往。双方适时互派青少年夏令营访问团，人员17人（其中红十字青少年15名，陪同人员2名），时间6天，往返国际旅费自理，在对方境内停留期间费用由邀请方负担。
3、双方进一步探讨医务人员进行研修的可能性，并努力实施。
4、双方在平时及筹备代表团访问期间互换、交流红十字会工作及活动的文字、影像及电子资料。
备 注 条 款
1、该协议在双方同意并按各自章程的规定程序签署后生效；
2、该协议自签署之日起生效，有效期为4年（自2006年6月1 日至2010年6月1日）；
3、协议签署后，如延长或提前终止本协议，需在协议终止日期前至少6个月，由双方中的一方提交书面申请。

Agreement on Friendly Exchanges and Cooperation
Between
Hebei Branch of the Red Cross Society of China
and
Kostroma Regional Branch of the Russian Red Cross
Kostroma Regional Branch of the All-Russian Public Organization “Russian Red Cross”, ,hereinafter referred as KRB RRC, in the person of Chairlady Mrs. Irina Fadeeva, acting on the basis of Statute,and Hebei Branch of the Red Cross Society of China, hereinafter referred as HB RCSC, in the person of Chairlady Mrs. Zhang Shuqin, acting on the basis of Statute, have concluded this Agreement on the following:
General Provisions
1. The contracting parties shall develop cooperation and mutual exchanges under the integrated coordination and guidance of the National Office of respective National Society of their own countries and within the framework of cooperation between the two National Societies.
2. The contracting parties agree to develop exchanges and cooperation in the following areas:
—Humanitarian programs in emergency response
—Promoting non-remunerated blood donation
—Exchange of experiences in fundraising
—Community and volunteer’s services
—Youth movement
—Mutual visits and information exchange
Humanitarian Programs in Emergency Response
The contracting parties agree to provide each other with humanitarian aid within their own capacities in case of emergency situation occur in either of the countries .
Promoting Non-remunerated Blood Donation
The contracting parties shall share the experiences and information in realization of programs on non-remunerated blood donation .
Exchange of Experience in fundraising
The contracting parties shall share the experiences and methods in fundraising .
Community and Volunteer Services
The contracting parties shall share experiences and information of Red Cross community services and volunteer activities and make suggestions .
Youth movement
The contracting parties shall share the experiences of attracting of the youth to the realization of the Programs of Red Cross .
Mutual Visit and Information Exchange
1. Every two years during the term of this agreement, each party will send a delegation composed of up to 7 members to visit the other party for 6 days. The travel expenses will be borne by the delegation itself while expenses incurred during the visit will be borne by the inviting party. The hosting side will try its best to provide as much as appropriate and necessary convenience for the visitors during the visit.
2. The contracting parties agree to carry out Red Cross Youth exchanges. During the term of this agreement each party may send a summer camp delegation composed of up to 17 members (including 15 youth and 2 members for accompanying )to visit the other party for 6 days through bilateral consultation International travel expenses of such visit will be borne by the delegation itself, while expenses incurred during the visit will be borne by the inviting party.
3. Both sides further explore the possibility and measures of mutual exchange of medical staff for study of the national peculiarities. (supp- lementary agreement)
4. Both sides mutually exchange printed, video, electronic materials connected with Red Cross activities and during preparation of a delegation’s visit.
Final Provisions
1.The Agreement comes into force after it is agreed and signed by the two contracting parties according to the procedure envisaged by the Statutes of the respective parties .
2.The Agreement will come into effect from the date of its signature and be valid for 4 years , i.e. from June.1.2006 to May.31.2010.
3.The Agreement could be prolonged or denounced on a mutual consent and written notice from either of the parties not later than 6 month before the expiry date of the Agreement.
